devel/cscope: Port cleanup

General maintenance update:

- Remove Makefile line '#Created by' header
- Change PORTVERSION to DISTVERSION
- Correct COMMENT
- Move GNU_CONFIGURE=yes up
- Rewrite summary in pkg-descr
- Include a second link
- Add patches under files to suppress compiler warnings
