Revision 417423

Switch zsh back to looking for system-wide files under ${PREFIX}/etc,
rather than /etc. Add an option, ETCDIR, to switch it back to /etc.
Also includes a couple whitespace cleanups. PORTREVISION bump, and a
note in UPDATING.
